ENCLAVE AT PALMIRA NEIGHBORHOOD The
reading of the minutes from the March 27, 2008 Board of Directors meeting were
waived by a motion from Dick Vogen, a proper second by Rich Thomson, and
unanimous approval by the Board. Clubhouse
- Chairperson
Mary Lou Liedecker, read the minutes of the Clubhouse Committee meeting from
Saturday, April 5, 2008. The main topic was the wear and tear on the
Clubhouse and implementing a reserve to use for replacement of Clubhouse
furnishings. A $100 non-refundable usage fee was proposed to the
Board for those owners holding private events. This fee would be placed
into the reserve for future expenditures for the upkeep of the
Clubhouse. The $100 refundable fee will still be in effect as a deposit
for cleaning and/or damages incurred by the private events. Those
groups exempt from the usage fee would be Enclave-sponsored events such as
the monthly dinner socials, the bridge club, mahjong, and poker groups. Board
and Member Meetings for all Enclave Associations would also be exempt. Reports

at this time. Discussion
of Meeting with Association Attorney on Construction Defects – Due to common stucco cracks in
several buildings in The Enclave, Dick Vogen reported that he had met with
the Association Attorney to discuss whether an engineer should be hired to
determine if there were structural defects. Property Manager confirmed
that there were no water intrusion problems reported from these cracks by any
of the Enclave Phases. Discussion ensued among the Presidents and/or
their representatives and the Board, and it was agreed that each Phase
Association and any affected individual unit owners should handle this issue
- not the Neighborhood Association. Susan Palmer
moved that The Enclave Neighborhood Association shall not obtain the
services of a contractor or vendor whose owner/partner/manager/agent is a
member of the Enclave Neighborhood Association. This also includes
renters. The reason for this motion is that this rule will
eliminate any real or perceived conflict of interest. It will also
prevent Resident vs. Neighborhood Association disagreements over
contractor/vendor performance and/or quality of work or service. This
motion was seconded by Dick Vogen and, with the majority in favor, the motion
passed with the following exception: Bill Kaufman, who is paid a nominal fee
for pool testing, is grandfathered in. With no
further business to discuss, the meeting adjourned at 6:40 pm.
